The Judges 'slam' the culture that encourages the corruption ..... and yet nothing much happens apart from a few small sacrificial scapegoats.

Only proper penalties will change the culture

The profit of the crime must be neutralised by an appropriate penalty if you want to see the work practices and culture of an organisation to improve,
